Executive Summary

Freedom of the Press: The international human rights community has raised concerns over the allegation of mistreatment of Tamil journalist and human rights defender Kanapathipillai Kumanan. Eight international human rights and media rights organizations have urged the government to immediately end the harassment of Kumanan and withdraw the summons issued by the Counter Terrorism Investigation Department (CTID) of the Police.

Pushback against LGBTQI+ Rights: Cardinal Malcolm Ranjith, has recently drawn public attention for voicing homophobic and anti-LGBTQI+ sentiments. He stated that foreign and local actors are promoting homosexuality in Sri Lanka and enabling gender changes for minors, as part of a broader effort to amend marriage laws to accommodate same-sex unions.
Anti-LGBTQ+ groups, such as Mawwarunge Peramuna (Mother’s Movement), have begun misleading schools and communities with defamatory campaigns, equating LGBTIQ+ identities with paedophilia.
Mass Graves: The International Commission of Jurists (ICJ) has stressed the need for victim-centred, rights-compliant investigations following international standards, including the Minnesota Protocol. The ICJ emphasises that these exhumations must not be mere forensic exercises but should uncover the full chain of responsibility, preserve evidence, and uphold the rights of victims and their families. Sri Lanka currently lacks a specialised national framework for mass grave investigations, and past efforts at Chemmani, Mannar, and other sites have failed to deliver justice. The ICJ has called for full compliance with international standards, engagement of independent international forensic experts, provision of psychosocial and legal support for families, rigorous documentation of evidence, implementation of the 2018 law on enforced disappearances, establishment of an independent office to investigate state-perpetrated crimes, and public disclosure of past and current findings. Continued UN Human Rights Council monitoring is also recommended to ensure accountability.

Forcibly Disappeared: The Office of the High Commissioner for Human Rights noted that “the structural conditions that led to past violations persist.” Tens of thousands of victims, many last seen in military custody, remain unaccounted for. Meenakshi Ganguly, deputy Asia director at Human Rights Watch, said, “The families of the disappeared continue to face threats, including for engaging with the UN, while prospects for justice in Sri Lanka are as remote as ever”.
The Association of Relatives of the Enforced Disappeared organised a major protest on the International Day of the Enforced Disappeared—calling for international justice. The North and East Enforced Disappeared Persons Association criticised UN representatives for imposing internal mechanisms instead of conducting international investigations.
Land Rights: In Trincomalee, farmers protested against the seizure of approximately 800 acres of agricultural land allocated to private solar power companies. The confiscation has jeopardized the livelihoods of 352 families, approximately 5,000 people.
Tamil Political Prisoners: Relatives of former political prisoner and Vavuniya District President of the Fighters’ Welfare Association, Anandavarman, also known as Aravindan, have alleged that he remains imprisoned despite being granted bail.
Misconduct of Security Forces: The death of 32-year-old Ethirmanasingham (Athiramaannasingam) Kapilraj, whose body was recovered from the Muthaiyankattu irrigation tank. His body bore multiple injuries, indicating a severe beating prior to death. Relatives, witnesses, and Tamil political leaders allege that Kapilraj was summoned to the Army camp, assaulted, and killed by Army personnel. The Ottisuttan (Oddusuddan) Police initially failed to respond to the family’s complaint but later became involved after the International Committee of the Red Cross and the Human Rights Commission were informed. Amid local anger, police eventually arrested three soldiers, who were remanded until 19 August pending further investigation.

මර්දන නීති: උනන්දුවක් දක්වන පුරවැසියන්, දේශපාලන ක්රියාකාරිකයන් සහ සිවිල් සමාජ සංවිධානවල එකතුවක් ත්රස්තවාදය වැළැක්වීමේ පනත ඉවත් කිරීමේ පොරොන්දුව පිළිබඳව පාරද්රශ්ය භාවය සහ වගවීම ඉල්ලා අධිකරණ සහ ජාතික ඒකාබද්ධතා ඇමති වෙත ලිපියක් යවා ඇත. ඊට ප්රතිචාර දැක් වූ ආණ්ඩුව ත්රස්තවාදය වැළැක්වීමේ පනත අහෝසි කිරීමට ඇති කැපවීම නැවත නැවතත් අවධාරණය කෙළේය.

සමූහ මිනීවළවල් : මිනසෝටා ගිවිසුම ඇතුළත් අන්තර්ජාතික ප්රමිතීන්ට අනුකූල වින්දිතයන් කේන්ද්ර කර ගත්, අයිතිවාසිකම්වලට ගැලපෙන විමර්ශන පැවැත්වීමේ අවශතාවය අන්තර්ජාතික අධිකරණ කොමිසම අවධාරණය කරයි. මෙම මිනී ගොඩ ගැනීම් හුදෙක් වොහාරික කාර්යක් පමණක් නොව වගකීමේ සම්පූර්ණ ක්රියාදාමය හෙළි කරන, සාක්ෂි ආරක්ෂා කරන සහ වින්දිතයන්ගේ සහ ඔවුන්ගේ පවුල්වල අයිතිවාසිකම් තහවුරු කරන්නක් විය යුතුයැයි එම කොමිසම වැඩි දුරටත් අවධාරණය කරයි. දැනට ශ්රී ලංකාවේ සමූහ මිනීවළවල් විමර්ශනය කිරීම සඳහා විශේෂිත ජාතික නීති රාමුවක් නැත. අතීතයේ චෙන්මනි,මන්නාරම සහ වෙනත් තැන්වල කරන ලද කැනීම්වලින් මෙතෙක් යුක්තිය ඉටු වී නැත. අන්තර්ජාතික ප්රමිතීන්ට සම්පූර්ණයෙන්ම අනුකූලවීම ඉල්ලා සිටින අන්තර්ජාතික අධිකරණ කොමිසම ස්වාධීන වොහාරික විශේෂඥයන් සම්බන්ධකර ගැනීම, වින්දිත පවුල්වලට මනෝ- සමාජයීය සහ නීති ආධාර ලබා දීම, සාක්ෂි හොඳින් ආරක්ෂා කිරීම, බලහත්කාරයෙන් අතුරුදහන් කිරීම පිළිබඳ 2018 නීතිය ක්රියාත්මක කිරීම, රජයෙන් සිදු කරන ලද අපරාධ විමර්ශනය කිරීමට කාර්යාලයක් පිහිටුවීම, අතීතයේ සහ වර්තමානයේ සොයා ගැනීම් සියල්ල ප්රකාශයට පත් කරන මෙන් ඉල්ලා සිටී. වගවීම සහතික කිරීම සඳහා එක්සත් ජාතින්ගේ මානව අයිතිවාසිකම් මණ්ඩලයේ අධීක්ෂණය දිගටම පවත්වා ගත යුතුය.
බලහත්කාරයෙන් අතුරුදහන් කිරීම්: ‘‘අතීතයේ උල්ලංඝනය කිරීම් සිදු තළ ව්යුහාත්මක තත්වයන් තවමත් එලෙසම පවතින්නේයැයි එක්සත් ජාතීන්ගේ මානව අයිතිවාසිකම් මහ කොමසාරිස් කාර්යාලය පවසයි. අවසන් වරට හමුදා අත් අඩංගුවේ සිටිනු දුටු සිය දහස් දෙනා ගැන තවමත් කිසිම සඳහනක් නැතැයි හියුමන් රයිට්ස් වොච් සංවිධානයේ ආසියා නියෝජ්ය අධ්යක්ෂිකා මීනාක්ෂි ගන්ගුලි පවසයි. ‘‘එක්සත් ජාතීන් සමග තොරතුරු හුවමාරු කරන අය ඇතුළත් අතුරුදහන් කළ අයගේ පවුල් තවමත් තර්ජනවලට ලක්ව සිටින අතර ශ්රී ලංකාවේ දී යුක්තිය ඉටු කර ගැනීමට ඇති අවස්ථා කලින් පැවති අකාරයටම දුෂ්කරය.

ඉඩම් අයිතිවාසිකම් : පුද්ගලික සූර්ය බලශක්ති සමාගමකට පැවරීම සඳහා ආසන්න වශයෙන් අක්කර 800 පමණ කෘෂිකාර්මික ඉඩම් ප්රමාණයක් අත්පත් කර ගැනිමට එරෙහිව ත්රිකුණාමලයේ ගොවීහු විරෝධතාවයක් පැවැත් වූහ. එය පවුල් 352කට ආසන්න වශයෙන් පුද්ගලයන් 5000 කගේ ජීවන වෘත්තියට බලපායි.
දෙමළ දේශපාලන සිරකරුවන්: කලින් දේශපාලන සිරකරුවෙකුව සිටි සහ වවුනියා දිස්ත්රික්කයේ සටන්කරුවන්ගේ සුභ සාධන සමිතියේ සභාපති, අරවින්දන් නමින් ද හැඳින්වෙන ආනන්දවර්මන් ඇප මත නිදහස්ව සිටිය ද සිරකරුවෙක් මෙන්යැයි ඔහුගේ ඥාතිහු පවසති.
ආරක්ෂක හමුදාවල විෂමාචාර: 32 හැවිරිදි එතිර්මානසිංහම් (එතිරමානසිංහම්) කපිල්රාජ් ගේ මළ සිරුර මුත්තෙයියන්කට්ටු වැවෙන් ගොඩ ගන්නා ලදී. ඔහුගේ මළ සිරුරේ තුවාල ගණනාවක් තිබීමෙන් මරණයට පත් වීමට පෙර දැඩි පහරකෑමට ලක්ව ඇති බව පෙන්වයි. කපිල්රාජ් හමුදා කඳවුරට කැඳවා පහර දී මරා දමා ඇතැයි ඥාතින්, සාක්ෂිකරුවන් සහ දෙමළ දේශපාලන පක්ෂ චෝදනා කරති. මුලදී ඔඩ්ඩුසුඩාන් පොලිසිය ඔහුගේ පවුලේ අය කළ පැමිණිල්ලට ප්රතිචාරයක් නොදැක් වූ නමුත් අන්තර්ජාතික රතු කුරුස සංවිධානය සහ මානව හිමිකම් කොමිසම මැදිහත් වූ නිසා පොලිසිය ක්රියාත්මක විය.ප්රදේශයේ ජනතාවගෙන් නැගුණු විරෝධතාවය නිසා හමුදා සොල්දාදුවන් තිදෙනෙකු අත් අඩංගුවට ගෙන වැඩි දුර පරීක්ෂණ සඳහා අගොස්තු 19 තෙක් රක්ෂිත බන්ධනාගාර ගත කරන ලදී.
